Essential Duties and Responsibilities :
A. Short Term Plan (Duration of 6 months)
i. Perform a review of the current recruitment and promotion models: Career based and Position-based and recommend proper criteria and mechanism for each model for immediate implementation.
ii. This part would require a review of current rules, procedures and practices pertaining to the recruitment/selection, promotion, and performance evaluation systems.
iii. Produce a report with specific recommendation to streamline the application of each model that lend itself to meritocratic principles.
iv. Devise an Action Plan for implementation and evaluation strategy.
B. Medium Term Plan (Duration of 12 months)
i. Perform an assessment of the existing HRM system in the Belize Public Service having regard for all subsystems to be integrated (or the lack thereof).
ii. The assessment would be performed through desk review of existing legal and procedural frameworks of the system, an understanding of the current organizational structure of the Ministry, consultations/interviews of relevant HR staff and senior decision makers and the crafting of an improved design. This area is expected to include research and a comparison of best practices in the region.
iii. Produce a report on this part and the research to be guided by the key principles of reform, namely: meritocracy, integrity, efficiency, transparency, accountability, and inclusivity. Special considerations to be given to gender and people with disabilities (PWD) in the review process.
iv. The structure of the reports is expected to capture how each of the subsystems and necessary components, namely: HR Planning, Employment Management, Work Organization, Performance Management, Development Management, Compensation Management and Human and Social Relation Management are to be seamlessly interlinked for a robust HRM System.
v. Provide mentorship and coaching to selected HR staff in the Ministry to devise modernization tools and strategy to support an improved and integrated HRM system. A member of each unit in the Ministry as well as Union member to be part of a steering committee in this process.
vi. Devise an Action Plan for implementation and evaluation strategy.
Reporting Responsibility :
first reporting officer will be the Chief Executive Officer (CEO) in the Ministry of the Public Service Constitutional and Political Reforms and Religious Affairs.
Accountable for :
The Consultant will be expected to be self-motivated and able to work independently.
