Essential Duties and Responsibilities : • LEADS and manages the staff of the Treasury Department through continuous dialogue target setting, mentoring, monitoring and evaluation of targets and objectives and performance assessments to foster productivity and ensure effective performance management. • ESTABLISHES proper accounting systems such as Smart Stream in all Ministries and Departments and ensures that these systems are functioning efficiently and effectively and provides recommendation for systems improvements. • CONDUCTS overall supervision of receipts of revenue and expenditure ensuring prompt collection and safe keeping of public funds and other valuable government documents. • DEVELOPS and assess the strategic business plan of the department by identifying and developing new initiatives and strategic alliances and aligning the department with said strategic goals, to enhance services provided by the Treasury Department. • MONITORS the implementation of strategic business plan by assessing work performance to mitigate and resolve issues as quickly and seamless as possible and to offer appropriate feedback that guides decision making. • CONTRIBUTES toward the development of the Ministry’s Strategic and Operational plans that guides the operations of the department, formulation of policies to ensure the achievement of goals and objectives; recommends legislative amendments as required. • PREPARES and submit accounts for Audit and preparation of Annual Financial Statement by the Auditor General and organizes surprise audits of ministries and department. • MAINTAINS an updated chart of accounts and approves payroll payables, pension and advances online and grants request for access privileges to Smart Stream made by ministries and departments; processes stakeholder’s internal and external queries. • ADVISES the Ministry of Finance on all matters relating to the prudent management of the countries revenues and expenditures ensuring to report any misappropriation or mismanagement of government finances or property. • CONTRIBUTES toward the preparation of Ministry’s annual budget estimates of revenue and expenditure, by providing inputs on budgetary requirement to support the Department’s operations. • PROVIDES capacity building training for staff and the wider public service; formulates procedures and concepts to address performance deficiencies to increase efficiency and effectiveness in job performance and promotes succession planning. • SETS major job objectives for subordinates and appraises performance against same through the timely completion of mid-year and End-of-Year performance appraisal based on each officer’s incremental date; develops and implements performance improvement plan for each subordinate.

Basic Purpose of Position
The Accountant General is responsible for the overall management and supervision of the Treasury Department countrywide and ensures that proper accounting systems are in place at each department and ministry to account for all the countries revenue, expenditures and disbursement of finances in accordance with proper financial regulation and procedures.

Qualifications/Experience
i. Master’s Degree in Accounting; Finance, Economics and minimum of eight (8) years’ experience as a Finance Officer I or as a Financial/Budget Analyst in the field of Public Administration and/or any other relevant discipline.
Competencies/Skills
i. Comprehensive knowledge of the Belize Constitution, Public Service Regulations, Financial and Stores Orders, Government and in administrative procedures, rules and regulations with the ability to rapidly understand and implement the requirements of relevant legislation, with proper consideration of the implications and outcomes of such administration. ii. Specialized proficiency in the use of computer applications for word processing, spreadsheet development, electronic form creation, government accounting packages.
