Essential Duties and Responsibilities : THE ROLE The Gender Specialist reports to the Division Chief, Social Sector Division. They will be accountable for assisting in mainstreaming gender equality throughout the Bank’s operations; internally through the establishment of mechanisms of accountability and the maintenance and implementation of appropriate standards, and externally by providing policy advice to the BMCs, support to capacity enhancement, and maintaining dialogue with the Bank’s development partners, including civil society organisations. In this regard, the responsibility of the Gender Specialist includes: Accountability for the incorporation of the Bank’s Gender Equality Policy and Operational Strategy (GEPOS) into fund activities. The provision of policy guidance on gender equality issues including the integration of gender equality into relevant policy documents. The integration of gender equality into the appraisal of investment projects (including financial intermediary lending). Supervision of the institutional aspects of gender equality on all assigned projects, including responsibility for enlarging awareness, knowledge and competencies on the management of gender issues within the Divisions/Operations. KEY RESPONSIBILITIES The job will require the Gender Specialist to: Lead the implementation of CDB’s GEPOS and promote knowledge of, and accountability for, gender mainstreaming. Lead the development of strategies and initiatives to reduce gender inequality and support the capacity building of adults and children of all genders as agents for change in the project cycle. Provide inputs and expert advice on gender equality as appropriate in the preparation, appraisal and supervision of assigned projects and country strategies. Provide technical support for gender mainstreaming in the Bank’s corporate policies and its analytical and sector work, including monitoring the outcomes of the Bank’s gender-responsive operational strategies and financial operations. Work closely with teams, providing inputs and expert advice for reliable data collection and efficient gender analysis in the preparation, appraisal and supervision of assigned projects and country strategies. Lead in the development of knowledge products, tools and knowledge building activities on gender equality, in order to enlarge the knowledge and competencies of internal staff and stakeholders. Develop and build client/partner relations at technical/professional and senior levels, paying particular attention to the establishment and maintenance of strong working relations with regional and international development partners working in the Caribbean. Liaise with the stakeholders in BMCs and the Bank on the gender responsiveness of sector policy and related issues in CDB’s review, approval, and implementation of projects. Based on the recommendations of current assessments and research, identify structural and institutional challenges and areas of acute gender disparities across BMCs and propose options for resolution. Stay abreast of advances in relevant subject areas, promote knowledge sharing and support research and knowledge management on gender issues within the Bank. Ensure consistency of the highest quality standards and rigor in gender analysis throughout the project cycle, including the development and monitoring of gender targets and indicators. Represent the Bank in regional and international for a on gender and development.

Basic Purpose of Position
The Projects Department (PD) is accountable for the pipeline and portfolio of capital and Technical Assistance (TA) projects. The PD is responsible for the identification, appraisal and supervision of all capital and TA projects and sector loans in the Bank’s portfolio. In addition, the Department is responsible for monitoring and reporting on the status of the Bank’s loan portfolio; for the preparation of sector analyses and policy papers, delivery of capacity development training in the Borrowing Member Countries (BMCs) in the areas of project development, project management and macro-economic management; and for provision of assistance to micro- and small-enterprises. The work of the Department is delivered through two Divisions and three Units, each providing a focus on one of the following - the social sector, economic infrastructure, environmental sustainability, private sector development, and procurement policy.

TERMS OF APPOINTMENT This is a full-time position with the successful candidate being contracted for a two-year term with the possibility of renewal for an additional two-year term. Qualifications/Experience
The Gender Specialist must have client orientation and interpersonal skills with the proven ability to work cooperatively with multi-disciplinary teams and all levels of staff. The successful candidate will have the ability to provide technical input to influence gender mainstreaming and decision-making. EDUCATION AND EXPERIENCE The Gender Specialist should have: A first degree and a post-graduate degree in Gender Studies, Development Studies or any other relevant subject area. A minimum of eight years’ experience dealing with social policy in regional or international development, including at least five years’ experience working on gender mainstreaming in development interventions A good grasp of economic, environmental and social policy, and institutional development issues as they relate to poverty and its multiple dimensions as well as a sound knowledge of gender patterns and concerns in key socio-economic indicators relating to women, men and youth in the Caribbean. Experience in strategic development planning, management for development results and evidence-based design and implementation of development initiatives would be an asset.
