Essential Duties and Responsibilities :
ESSENTIAL DUTIES AND RESPONSIBILITIES:
1. PREPARES and implements strategic planning initiatives to guide and strengthen the overall administration and operations of the Ministry of Immigration, Labour and Governance, leading and motivating staff to achieve organizational goals and objectives.
2. ENSURES strategic planning policies and standards are up to date and are communicated across the Ministry as appropriate, ensuring that training needs are identified for staff and that procedures and policies are documented on a regular basis.
3. PREPARES and reviews planning policies, procedures, standard operating procedures, and strategic frameworks and projects utilizing a project management approach, including the development of risk and communication plans and the coordination of strategic planning sessions.
4. MANAGES strategic planning sessions with the management team related to immigration, labour, and governance functions, including determining work plans and priorities and ensuring that strategic studies and reporting are implemented.
5. PRODUCES and manages development plans, performance improvement initiatives, and service delivery enhancement strategies and introduces these plans to the management team for review and implementation.
6. ADVISES management and staff on policies and the implications of strategic planning issues and the strategic impact of new and revised guidelines, ensuring that Ministry policies and strategies are aligned with national development priorities, public sector reform objectives, and relevant international obligations and standards.
7. PREPARES analytical reports, statistical data, policy briefs, Cabinet papers, and briefing notes on Ministry activities for review by the management team and for submission to relevant public and private sector stakeholders to support evidence-based decision making.
8. MONITORS and evaluates the implementation and effectiveness of Ministry policies and strategies and makes evidence-based recommendations to enhance immigration, labour, and governance programmes and services.
9. MONITORS services offered by the Ministry to ensure that all services maintain a customer focused approach and that Ministry plans and objectives are achieved in compliance with the laws governing immigration, labour, and governance.
10. IDENTIFIES and manages stakeholder expectations through consultation and ongoing communication with key stakeholders including the Ministry of Human Development, Ministry of National Security, Belize Police Department, Judiciary, Ministry of Foreign Affairs, International Organization for Migration, United Nations High Commissioner for Refugees, civil society organizations, and the private sector to ensure policy coherence and effective service delivery.
11. CONDUCTS research and data analysis on trends and emerging issues affecting immigration, labour, and governance and applies findings to support the development of sound policies, legislative reforms, and strategic initiatives.
12. APPLIES technical skills and knowledge required for informed decision making on the legislative, technical, and policy requirements of the Ministry and maintains a broad understanding of emerging trends, best practices, and international standards to support continuous institutional improvement.
13. ASSISTS in the production of reports, consultation document, and other documents related to policy and planning development and revision.
