Essential Duties and Responsibilities : ESSENTIAL DUTIES AND RESPONSIBILITIES: 1. PREPARES and implements strategic planning initiatives to guide and strengthen the overall administration and operations of the Ministry of Immigration, Labour and Governance, leading and motivating staff to achieve organizational goals and objectives. 2. ENSURES strategic planning policies and standards are up to date and are communicated across the Ministry as appropriate, ensuring that training needs are identified for staff and that procedures and policies are documented on a regular basis. 3. PREPARES and reviews planning policies, procedures, standard operating procedures, and strategic frameworks and projects utilizing a project management approach, including the development of risk and communication plans and the coordination of strategic planning sessions. 4. MANAGES strategic planning sessions with the management team related to immigration, labour, and governance functions, including determining work plans and priorities and ensuring that strategic studies and reporting are implemented. 5. PRODUCES and manages development plans, performance improvement initiatives, and service delivery enhancement strategies and introduces these plans to the management team for review and implementation. 6. ADVISES management and staff on policies and the implications of strategic planning issues and the strategic impact of new and revised guidelines, ensuring that Ministry policies and strategies are aligned with national development priorities, public sector reform objectives, and relevant international obligations and standards. 7. PREPARES analytical reports, statistical data, policy briefs, Cabinet papers, and briefing notes on Ministry activities for review by the management team and for submission to relevant public and private sector stakeholders to support evidence-based decision making. 8. MONITORS and evaluates the implementation and effectiveness of Ministry policies and strategies and makes evidence-based recommendations to enhance immigration, labour, and governance programmes and services. 9. MONITORS services offered by the Ministry to ensure that all services maintain a customer focused approach and that Ministry plans and objectives are achieved in compliance with the laws governing immigration, labour, and governance. 10. IDENTIFIES and manages stakeholder expectations through consultation and ongoing communication with key stakeholders including the Ministry of Human Development, Ministry of National Security, Belize Police Department, Judiciary, Ministry of Foreign Affairs, International Organization for Migration, United Nations High Commissioner for Refugees, civil society organizations, and the private sector to ensure policy coherence and effective service delivery. 11. CONDUCTS research and data analysis on trends and emerging issues affecting immigration, labour, and governance and applies findings to support the development of sound policies, legislative reforms, and strategic initiatives. 12. APPLIES technical skills and knowledge required for informed decision making on the legislative, technical, and policy requirements of the Ministry and maintains a broad understanding of emerging trends, best practices, and international standards to support continuous institutional improvement. 13. ASSISTS in the production of reports, consultation document, and other documents related to policy and planning development and revision.

Basic Purpose of Position
BASIC PURPOSE OF POSITION: Responsible for developing and implementing policies and standards that guide the administration and functions of the Ministry of Immigration, Labour and Governance through strategic planning, the setting and periodic review of standards, and the formulation of objectives, procedures, and programs that foster efficient and effective governance, immigration and Labour practices. Provides guidance and technical support to management in decision making on all policy, planning, and standards related matters. ANALYSIS OF POSITION: The Coordinator, Policy and Planning within the Ministry of Immigration, Labour and Governance is required to develop, implement, monitor and evaluate the policies, standards and strategies that guide the overall effective and efficient administration and functions of the Ministry. Such policies and standards should support the management decision making process and allow for better coordination of roles and responsibilities of each section or department in fulfilling its functions within the Ministry and in achieving organizational goals and objectives. The Coordinator, Policy and Planning ensure that strategic policies are up to date and disseminated and communicated across the entire Ministry, making employees and management fully cognizant of the expectations required of them. The officer is also responsible for managing strategic planning sessions geared at enlightening key stakeholders on policies that guide the Ministry' s Immigration, Labour and Governance functions. The incumbent is required to advise management and staff on technical issues related to policies and the implications of strategic planning matters, preparing reports, statistical data and other publications that relate to policy and planning development and revisions. Monitoring the services offered by the Ministry to ensure a customer centric approach is another key responsibility of the incumbent. The Coordinator, Policy and Planning is expected to foster teamwork and display the communication skills required to interact with stakeholders, colleagues and subordinates in a manner conducive to motivation toward productivity and success in the achievement of set goals and objectives.
Conditions of Service
Conditions of service will be in accordance with the Belize Constitution (Public Service) Regulations, 2014, Financial and Stores Orders, Finance and Audit (Reform) Act and any other instructions issued from time to time.
Qualifications/Experience
Bachelor's Degree in Public Administration. Political Science. Social Sciences. Business Administration. International Relations: Development Studies. or related field. Plus At least five (5) years' work experience in senior management or policy advisory role or any equivalent combination of project planning and evaluation that provides the required knowledge. Experience in immigration or migration and being a trusted resource as a member of a senior level executive team.
Competencies/Skills
 Specialized training in strategic and operational planning and program evaluation.  institutional effectiveness and implementing initiatives.  Specialized proficiency in the use of computer applications for word processing. spreadsheet development. presentation software and related ro.  Ability to work under pressure.
