Essential Duties and Responsibilities :
Essential Duties and Responsibility:
1. PLANS and sets short and long-term objectives and targets to be met by the Secretariat, in order for its mandate to be carried out effectively and efficiently; prepares the Secretariat’s annual budget for input into the Ministry’s overall budgetary process.
2. MANAGES the effective functioning of the Secretariat for the Services Commissions, including the processing of the decisions for Public Officers.
3. DEVELOPS and manages recruitment and selection procedures for the Public Service, including key activities such as verifying officers’ references and backgrounds, screening qualifications, establishing criteria for short-listing applicants, determining evaluation and scoring systems, and defining the composition of interview panels.
4. DEVELOPS procedural manuals for the processing of cases to be submitted for the decision of the Services Commissions in the exercise of Constitutional Powers; collaborates with the Director, Training and Development on induction, succession planning, and related support programmes.
5. PARTICIPATES in the formulation and the management of general policies and programmes for the Public Service with a view to ensuring that the relevant human resource considerations are adequately incorporated.
6. OVERSEES the records management system for employee files (permanent established public officers), memorandums, circulars, and related records, and provides technical support to the Commissions in the exercise of their statutory powers relating to appointments, confirmations, promotions, transfers, discipline, and voluntary and involuntary separations in the Public Service.
7. CONFERS with the Director of Job Classification and Compensation to develop updated job specifications and descriptions that reflect advancements in technology, artificial intelligence, and evolving job demands, ensuring that officers clearly understand their duties and responsibilities, continuously enhance their skills, and contribute effectively to the overall efficiency and modernization of the Public Service.
8. ENSURES the timely preparation, review, and circulation of all documents relating to matters submitted for consideration by the Services Commissions.
9. GIVES effect to and notifies relevant persons of the decisions of the Services Commissions.
10. IDENTIFIES performance gaps and training needs, develops and implements performance improvement plan and makes recommendations on training and development needs for the Ministry including each direct report.
11. COLLABORATES closely with the Director, Human Resource Management Information System, on the establishment and maintenance of a computerized HR database system to support timely and accurate decision-making and effective control mechanisms.
12. SETS major job objectives for direct reports and appraises performance against same; develops and implements a performance improvement plan for each direct report.
13. PREPARES and submits quarterly and yearly performance reports to immediate supervisor for review, to provide insight into the operations of the secretariat, evaluate the level of progress and success in the achievement of established key performance indicators, and strategic objectives.
14. LIAISES with relevant personnel across ministries and with regional and international institutions on matters relating to human resource management programmes, issues and developments.
15. UNDERTAKES the functions of the Chief Human Resource Officer when the incumbent is on leave or absent.
Reporting Responsibility :
The Director, Human Resource Management, will report to the Chief Human Resource Officer.

Direct Reports: Administrative Officers - AO Pool (8), Administrative Officer – MPS Headquarters (1), Executive Assistant – Public Service Commission (1), Senior Secretaries – Services Commissions (2). Indirect Reports: Administrative Assistants – Records Management, Belize Public Service (2). Administrative Officers – Wider Public Service.
Comments :
Government Pay scale 24 of $43,890 x 1718 - $76,532 per annum.
