Essential Duties and Responsibilities :
1. SUPERVISES the District Labour Offices, ensuring the effective administration and delivery of labour services, including the timely processing of temporary employment permits, thorough inspections of establishments, and staff responsiveness to labour related complaints, for the purpose of ensuring the department's mandates are adhered to.
2. RENDERS technical advice to employers, workers, trade unions, and employers' organizations on topics surrounding labour legislation, including the most effective means of complying with labour regulations/policies for the purpose of promoting industrial harmony.
3. RECEIVES and investigates all types of complaints made by employers, workers, or trade unions concerning any business, trade, occupation, or employment matters with a view to their settlement.
4. CONDUCTS inspections on all types of institutions where labour is employed, including private, public, and non-profit organizations, and monitors the workplace environment to ensure institutional compliance with labour legislation as it relates to the provision of healthy and safe working conditions, equal opportunities, reasonable working hours, etc.
5. DETECTS, collects information, and reports instances of child labour, including those outlined in the Forced Labour Convention, 1930 and the Worst Forms of Child Labour Conventions, 1999 which includes but is not limited to the sale and trafficking of children, forced of compulsory recruitment of children for use in armed conflict, and work which by nature is likely to harm the health, safety, or morals of children.
6. CONDUCTS workplace accident investigations and Occupational Health and Safety (OHS) inspections in accordance with the International Labor Organization (ILO) Convention 155, including interviewing witnesses, determining whether preventative measures were in place, and the overall collection of evidence for the purpose of effectively assessing the situation.
7. VETS Temporary Employment Permit Applications, ensuring supporting documents attached are valid and complete.
8. PROMOTES active programs for systematic and regular labour (social) and Occupational Safety and Health (OSH) inspections at all places of employment.
9. COLLECTS and analyses data on industrial accidents, wage rates, employment conditions, industrial disputes, strikes, and lockouts, for the purpose of advancing policy and program formulation geared towards maintaining a competent and productive labour force.
10. CONDUCTS labour education sessions through forums, radio and television programs, workshops, and at private, public, and non-profit organizations for informing senior management, workers, and the general public, as applicable, in the most effective means of complying with labour legislation, including discussing labour-relations best practices, the rights of employees and employers, conflict resolution techniques, and notifying on any changes in employment laws.
11. PREPARES and submits weekly/monthly itineraries/reports to Supervisor for review, ensuring reports are in an easy-to-read format, within the agreed template, and that all activities engaged in are accurately described.
