Essential Duties and Responsibilities : 2. Analysis of Position I. Essential Duties and Responsibility:  Observe, record, encode and transmit weather conditions for use in aviation, weather forecasting and climatic purposes.  Ensure that transmitted weather information (e.g. METARS, SPECIS, SYNOP etc.) are of high quality and meet all local and international standards.  Receive, archive and plot meteorological data, especially in time of tropical cyclone watches and warnings.  Performing weather balloon and radiosonde ascents and other radiosonde related duties.  Monitor the functioning of meteorological equipment, make minor repairs, if necessary, and log and report major faults to instrument technicians.  Communicate with members of the public and agencies who require meteorological data and weather observations.  Perform first validation of Meteorological/Climatological Data and observations.  Archive Meteorological/Climatological Data and observations.  Assist in the production of Climate Summaries, inventories and other types of Climatological or Meteorological information that may be requested by the Senior Climatologist, Climatological Research Assistants and/or the general public.  Conduct tours of the Meteorological Service for learning institutions and other groups as required.  Required to work outside of normal working hours including at nighttime, on weekends and Public and Bank Holidays.  Any other work-related duties or responsibilities assigned from time to time. Authority (decisions the post holder has the power to make or recommend):  Authorized to oversee the work of interns and trainees.  Conduct minor repairs to equipment as the need arises.  Liaise internally with the Weather Forecasters, Meteorologists, Senior Climatologist, Climatological Research Assistants, and Instrument Technicians.  Liaise externally with agencies which require Meteorological/Climatological Information or those who could supply such Information. Standards of Performance 1. Observe, record, encode and transmit weather conditions for use in aviation, weather forecasting and climatic purposes.  Observe and record weather conditions at the aerodrome in accordance with established International Meteorological procedures and standards and encode and transmit such reports to relevant agencies on an hourly basis or with higher frequency, if required.  Record weather conditions and information in registers, charts or other specified forms at assigned times as regulated. 2. Ensure that transmitted weather information (e.g. METARS, SPECIS, SYNOP, etc.) are of high quality and meet all local and international standards.  Review out-going transmission carefully to check for coding and typographical errors.  Review available website to see that transmission was successful and that there were no errors.  If there are errors, make correction, re-transmit data and make a log of error and corrective action taken. 3. Receiving, archive and plot meteorological data, especially in time of tropical cyclone watches and warnings.  Receive meteorological data from local manual and automatic weather stations and from international sources.  Store and archive such data and make plots of such data on maps and charts as requested by Duty Forecaster or Meteorologist. 4. Performing weather balloon and Radiosonde ascents and other Radiosonde related duties.  Carry out weather balloon and Radiosonde ascents and calculate meteorological data thus obtained at established, assigned or regulated times.  Disseminate evaluated upper-air information to relevant parties immediately upon completion.  Archive or document upper-air information on prescribed forms, chart or computers on completion of weather balloon and Radiosonde ascents or at assigned times.  Conduct stock-taking of Radiosonde equipment, keeping a log of what is in stock and immediately inform Senior Electronic Technician or other senior member of staff if supplies are running low. 5. Monitor the functioning of meteorological equipment, make minor repairs, if necessary and log and report major faults to Instrument Technicians, Duty Forecaster and/or to Meteorologists.  Make daily checks on the functioning and accuracy of meteorological instruments and perform minor adjustments or repair, if necessary.  Report all major malfunctions or defects of meteorological instruments immediately to Instrument Technicians, Duty Forecaster and/or to Meteorologist. 6. Perform first validation of Meteorological/Climatological Data and observations  Perform first level validation and quality checks of Meteorological/Climatological data and observations.  Performs basic checks of METAR, SPECI and SYNOP observations made by the Weather Observers on a daily or real-time basis according to International Civil Aviation Organization (ICAO) and World Meteorological Organization (WMO) standards (national, regional and international.)  Perform basic checks on observations coming in from both out-district automatic and manual weather observing stations routinely.  Assist with the maintenance and functioning of instruments by performing regular checks, and report to technicians as necessary.  Make familiarization trips to out-district stations in conjunction with the Electronic and Instrumentation Technicians as required and produce field trip report. 7. Archive Meteorological/Climate Data and Observations  Perform key entry of meteorological/climate data into all relevant computer databases in accordance with established procedures and within the agreed timeframe.  Prepare daily, monthly and annual data files, charts, graphs and reports based on the established format and timeframe.  Backup data on appropriate storage devices in accordance with established practices. 8. Assist in the production of Climate Summaries, inventories and other types of Climate or Meteorological information that may be requested by the Climatologist and/or the general public  Extract and tabulate data from hourly and daily readings of meteorological parameters and enters the same after validation, on Climatological forms. This is to be done routinely throughout the month. In addition, compute Climatological statistics and prepare data for and produce monthly reports within the agreed timeframe.  Handle queries/requests from the public and private sectors as these requests are advanced, with extracts from available Meteorological and Climatological data/information meeting the needs of the queries/requests received, within two to five working days.  Prepare inventories, summaries and other records/documents: inclusive of CLIMAT to CIMH Barbados W.I, and to the National Climatic Data Center, North Carolina U.S.A. These duties must be done each month for matters concerning both and completed by the fifth (5th) day of the new month for the previous month. The processed information should be dispensed to the appropriate authorities/agencies- nationally, regionally and internationally immediately on completion. 9. Assist in the training of interns and entry-level staff as the need arises  Assist in the training of interns and entry-level staff as the need arises. 10. Conduct tours of the Meteorological Service for learning institutions and other groups as required  Conduct tours of the office for learning institutions and other groups as required. Basic Purpose of Position
To perform weather observations in the Weather Analysis and Forecasting Section, assist in the Climate Services section by performing key entry and first validation of Meteorological and Climatological data and assist Instrument Technicians in the Electronics and Information Technology Section in installing, maintaining and repairing all manual and automatic weather stations, instruments, sensors and devices.

Qualifications/Experience
a. Qualifications/Experience: i. Minimum of a High School Diploma with 3 CXC passes in Mathematics, English and a Science Subject (preferable Physics). ii. An associates degree in Mathematics, Physics, Computer Science or a related field would be an asset. iii. A certificate in weather observations which will be provided following the successful completion of internal (on-the-job) training
Competencies/Skills
Skills and Experience required: i. Some basic knowledge of the theories governing the science of meteorology and its applications such as climatology and agro-meteorology. ii. Considerable knowledge of the methods, techniques and procedures employed in weather observations. iii. Possess basic skills in computer application relevant to the presentation of Climatological information. iv. Knowledge of office procedures and practices. v. Skill in the use of meteorological instruments and equipment and in the use of electronic data processing equipment. vi. Ability to code and decode surface and upper air weather observations using WMO Standards and Procedures. vii. Ability to collect, analyse, interpret, adjust and verify meteorological data to confirm and improve its accuracy and efficacy. viii. Ability to communicate effectively, both orally and in writing. ix. Customer and quality focused. x. Team and results oriented. xi. Ability to establish and maintain effective working relationships with associates, subordinates and the public.
