Essential Duties and Responsibilities : Managerial and Administrative Duties; • Provides leadership, support and guidance to all staff to ensure that the District Office is • Participates in the development of the Work Plans and budget for the Unit ensuring that all the relevant activities to be undertaken and required resources are considered; • Plans, coordinates and directs all the activities of the District Office; • Establishes and enforces standards and rules of professional conduct for staff within the District Office in order to maintain the highest degree of confidence in its integrity and efficiency; • Ensures staff is aware of and operates in accordance with all relevant laws, policies; • Maintains effective working relations with external and internal stakeholders ensuring that the District Office provides a consistently high level of service; • Executes any other duties as assigned by the Assistant Director General, District Office. Technical & Professional Duties • Assigns and monitors workloads consistent with staff competence and skill; • Provides a wide range of taxpayer assistance and service with respect to Belize’s tax laws and their administration by the BTS; • Implements programmes to drive revenue collection, improve taxpayer service delivery and improve voluntary compliance; • Ensures the maintenance of current taxpayer accounts records, including payment information; • Formulates and vigorously pursue strategies to implement the programmes for promoting and enhancing voluntary compliance by taxpayers; • Establishes and maintains accounts and compliance activities designed to ensure collection of all revenue due and enhance voluntary compliance with future filing and payment requirements; • Enforces and monitors the use of stipulated procedures in the issuance of Taxpayer Registration Numbers and Tax Compliance Certificates; • Informs the Assistant Director General, District Office, and subordinates of operational results and issues; • Oversees the adherence to audit guidelines and procedures; • Coordinates and secures legal advice whenever necessary for legal enforcement problems from Legal Services; • Prepares reports on all functional areas and submits to Assistant Director General District Office; • Monitors the administration of the comprehensive taxpayer information and education programme of the District Office; • Provides information, advice to the Assistant Deputy General District Office about the most important activities and issues affecting the District Office. Human Resource Responsibilities • Develops and manages the District Office’s HR plan that addresses staff requirements and succession planning and liaises with the Human Resource Unit; • Participates in the recruitment of staff for the District Offices and ensures that they are aware of and adhere to the policies and procedures of the Department; • Conducts periodical reviews of supervisees in accordance with the Work Plan; • Completes final performance assessments and recommends appropriate training and development programmes as necessary; • Initiates and participates in disciplinary proceedings relating to staff members within the District Offices and implements corrective measures;
Reporting Responsibility : The Tax Manager – Branch Office will report to the Deputy Director General (District)

Basic Purpose of Position
To plan, direct, co-ordinate and supervise the activities and administration of the District Office of the Belize Tax Service (BTS); to implement tactical strategies for monitoring to ensure the delivery of the tax administration programmes for both direct and indirect taxes; to report on branch performance to the Assistant Director General, District Office.

Working Conditions: xii. Normal office environment; xiii. Travel (20%) You will be subject to Belize Constitution (Public Service) Regulations (BCPSR), 2014, Financial and Stores Orders, Finance and Audit (Reform) Act and any other instructions issued from time to time.
Qualifications/Experience
a. Qualifications/Experience: i. Bachelor’s Degree in Business Administration, Accounting/Business Management, Business Education or the equivalent qualification with three (3) years’ experience in tax administration.
