Essential Duties and Responsibilities : 1. DEVELOPS tools and techniques for transportation planning analysis and management decision making within the department. 2. EXAMINES and design instruments for data gathering and conducts collection of data for transportation planning. 3. COLLABORATES with other line ministries in advancing transportation planning within other sectors of national development. 4. IDENTIFIES emerging research needs surrounding land transportation in Belize and facilitate and seeks the opportunity to build the department with the pertinent decision-making information. 5. REPRESENTS the Department of Transport at various seminars and events to effectively disseminate research findings and results. 6. ASSISTS in the planning of conferences and workshops and facilitates stakeholder activities necessary to disseminate information about important changes or updates within the department. 7. EVALUATES issues concerning transportation modes and systems, public policy, urban designs, freight and financing, economic development, global economies, and overall community concerns. 8. CONDUCTS development exercises to design bus routing and scheduling system and adjust according to changes of the department; Advises on matters related to bus operations within the National Terminals. 9. LIAISES with bus operators to resolve grievances or any other conflicts that may arise with bus operators and coordinate with municipalities and other agencies concerning matters related to the bus operators, road service permits or any other relevant transportation matter. 10. ASSISTS in establishing order, discipline, and welfare for the Transportation Sector through stakeholder engagement activities, projects, and research or department initiatives. 11. PROVIDES information that guides board decisions regarding bus routes and schedules; applications and potential renewals of Road Service Permits, infractions, violation tickets and conflicting time schedule. 12. ADVISES on the need for additional traffic control in specific locations based on research and data collected to aid enforcement initiatives of the department. 13. PERFORMS related duties assigned by Chief Transport officer from time to time.

Basic Purpose of Position
The Transport Planner is required to develop, administer, evaluate, and monitor transportation plans, programs, and projects. The officer is tasked with the responsibility to execute the necessary functions outlined in the transport plan and conduct transportation studies for the development of transportation systems of all modes. The Planner must participate in policy development and implementation and identifies emerging needs to help facilitate the growth of the sector. The incumbent proposes, conducts, and evaluates transportation planning research and assist in the planning of conferences and workshop to update on changes to policies in the department. The officer represents the department in matters relating to Transport Planning at inter or intra-departmental meetings and public or private meetings and must develop a relationship with bus operators to discuss issues and grievance that may arise form The Planner is expected to foster teamwork and display the communications skills required to interact productively with senior and junior personnel within the Public Service, as well as representatives of outside agencies and organizations.

Qualifications/Experience
Recognized Bachelor’s degree in Social Science, Policy and Planning, Transportation Planning, Business, or related discipline. Plus At least five (5) years’ experience in managerial position or filed research position. Must be self-motivated, self-directed and team oriented.
Competencies/Skills
• Knowledge of public service policies, services and activities, or ability to quickly acquire such knowledge. • Knowledge of transportation systems and the transport sector in Belize. • Training in Planning, Policy Development or Monitoring and Evaluation. • Specialized proficiency in the use of computer application for word processing, spreadsheet development, presentation, and Geographic Information System. • Ability to apply statistical tools to data, in preparing reports and in collecting demographics and statistics. • Possesses good analytical, interpersonal, and oral and written communication skills.
