Essential Duties and Responsibilities : Strategic Leadership · Develop a robust human capital strategy that advances institutional objectives and cultivates a high-performance culture. · Advise the President and senior leadership on workforce planning, organizational growth, and succession strategies. · Lead initiatives in diversity, equity, inclusion, and belonging (DEIB) throughout the institution. Talent Management · Oversee recruitment, selection, and onboarding processes for faculty, staff, and administrators. · Direct performance management systems to ensure fair and constructive evaluations. · Design and implement professional development programs to support skill advancement and career progression. Compensation & Benefits · Administer competitive compensation structures and benefits programs to attract and retain talented employees. · Ensure all HR practices comply with labor laws, accreditation standards, and institutional policies. Employee Relations · Act as a resource for conflict resolution, employee engagement, and the enhancement of workplace culture. · Foster open communication and collaboration among administration, faculty, and staff. Operational Oversight · Manage all HR operations, including payroll, benefits administration, and personnel records. · Ensure compliance with relevant employment regulations at every level. · Develop and oversee the human capital budget. · Take on any other related responsibilities as assigned.

Basic Purpose of Position
The Director of Human Resources is the senior leader charged with designing and implementing the institution’s human capital strategy, ensuring it aligns with the organization’s mission, vision, and values. Reporting to the Vice President of Finance and Administration, this role oversees all key aspects of talent acquisition, employee development, engagement, and retention, with a focus on fostering a diverse, equitable, and inclusive environment that propels student achievement. The Director of Human Resources also serves as the main contact for labour relations, working closely with the recognized University of Belize Faculty and Staff Union on all Industrial Relations (IR) matters. In addition to providing strategic HC leadership for the University of Belize, the Director of Human Resources manages and exemplifies the effective operation of all HC and IR functions. In a smaller higher education context, this leader must blend high-level strategy with hands-on execution.

Qualifications/Experience
Education & Experience · Master’s degree in Human Resources, Organizational Development, Business Administration, Higher Education Administration, or a related field (doctorate preferred for accreditation purposes). · At least five (5) years of progressive HR leadership experience, ideally within higher education or a mission-driven organization. · Proven success in strategic planning, talent management, and organizational development. · Certified Professional in Human Resources (CPHR) or similar credential is an asset.
Competencies/Skills
Excellent interpersonal and communication abilities, with a capacity to build trust across diverse groups. · Proven knowledge and experience in collective bargaining agreements, industrial relations practices and the Labour Laws of Belize. · Strong interpersonal and communication skills to work effectively with a diverse range of stakeholders. · Demonstrated experience in leading change and cultivating a positive organizational culture. · Understanding of higher education governance, accreditation, and compliance processes. · Strong commitment to diversity, equity, and inclusion.
