Essential Duties and Responsibilities :
• Conceptualizes, develops and documents Audit and Investigation and Filing and Payments Compliance programmes and projects;
• Analyzes and evaluates taxpayer population to identify and develop the programmes/projects relating to all categories of taxpayers by tax types and taxpayer segmentation (large, medium, small and micro taxpayers) and special interest groups (Professionals, Importers, etc.);
• Monitors and evaluates the implementation of programmes in the District Offices and LTO to ensure that they are performed in accordance with prescribed guidelines and determines their effectiveness and the achievement of objectives;
• Conducts research and analysis to guide the development of programmes strategies, work schedules and work plans;
• Analyzes reports generated from the system and utilizes findings to guide the development and makes adjustments to existing programmes;
• Makes adjustments to programmes implemented to improve effectiveness as necessary;
• Conducts site visits to tax offices and LTO to verify reported closure of cases, the use of appropriate enforcement tools and examination of selected case files for completeness;
• Prepares analytical reports for submission to the Divisional Deputy Director General;
• Collates and analyzes reports from audit, filing and payment and operational service areas to be used in the preparation of Executive Management Reports;
• Develops performance indicators to measure the effectiveness of audit and investigation and filing and payment programmes;
• Makes recommendations for adjustments to the programmes implemented to improve effectiveness where necessary;
• Liaises with management in relation to tax arrears and audit quality review to agree on appropriate standards for arrears management workflow and procedures;
• Assists with research and analysis to keep abreast with programme developments;
• Assists with the development of manuals, handbooks, policy statements and standard operating procedures for all Tax Audit and Compliance staff;
• Responds to issues raised by field operational officers, district offices and LTO Audit and Compliance Management and give functional advice as appropriate;
• Participates/conducts in-house training programmes and seminars for all levels and categories of Tax Audit and Compliance Management Staff;
• Provides functional advice and responds to issues raised by operational, audit and filing and payment staff and the Executives;
• Contributes to the development of compliance risk management strategies;
• Maintains effective working relations and collaborative arrangements with all levels of staff that the audit and compliance programmes impact;
• Performs elections duties;
• Executes any other duties as assigned by the Deputy Director General, Policy and Programs.

Reporting Responsibility :
The Compliance Risk Management Officer will report to the Deputy Director General, Policy & Programme.

Government Pay scale 21 of $38,106 x 1,644 - $69,342 per annum.
