Essential Duties and Responsibilities : The National Meteorological Service of Belize, an executing agency of the Beneficiary, invites eligible individuals to apply for the contractual position of “Project Manager” for the project. This position will support the National Meteorological Service with the overall management and administration of the project. Basic Purpose of Position
The Government of Belize (the “Beneficiary”) has received financing from the Inter-American Development Bank (IDB), (the “Bank”) toward the execution of the project titled “Technical Cooperation (TC) Project to Support the Implementation of SOFF in Belize”. This project aims to support the NMS of Belize in the effective implementation of the SOFF program by providing technical, financial, and administrative guidance to enhance national capacity for systematic observations. The TC will further facilitate training, infrastructure upgrades, and institutional strengthening to position the NMS to contribute fully to the Global Basic Observing Network (GBON) and, ultimately, to improved climate resilience in Belize. The objective of this individual consultancy is to manage the Systematic Observations Financing Facility (SOFF) project to ensure its efficient, effective, and timely execution. The consultant will be responsible for overall project performance, including developing and Managing the Monitoring and Evaluation functions of the project to ensure that the Project achieves all its objectives, outcomes, and outputs as defined by the NMS and SOFF guidelines.

Qualifications/Experience
Academic Qualifications: • Bachelor's degree or higher in Meteorology, Climate Science, Environmental Science, Economics, Finance, Business Administration, Engineering, or related field. • Certification in Project Management would be an asset. • Training in Monitoring and Evaluation would be an asset. General Experience: • At least 5 years working in project management, preferably in the fields of Meteorology/Climatology, or in a related field. Specific Experience: • At least 5 years of professional experience managing projects at national and/or international organizations. • Minimum of 3 years of experience in designing and applying appropriate performance monitoring and results frameworks. • Desirable: Experience in developing indicators, undertaking quantitative and qualitative data collection and analysis, and reporting for at least 2 climate-related projects in the region. • Desirable: Experience generating data to demonstrate program effects/impact for different segments of the population for at least 2 climate-related projects in the region.
Competencies/Skills
Expert Knowledge and Skills: • Strong communication and interpersonal skills; able to convey ideas clearly. • Ability to present complex meteorological or scientific data to non-experts • Proven ability to work independently and in cross-functional teams. • Strong analytical skills with experience in quantitative and qualitative data analysis. • Experienced in producing high-quality written reports. • Proficient in Microsoft Office (Word, Excel, PowerPoint, MS Project). • Excellent verbal and written communication in English. • Highly organized, detail-oriented, and self-motivated.
